Earth is contacted by the advanced scouts of seamingly friendly
aliens. They are apart of a major Scientific Expedition to Explore/map
out the region between their home world and the galactic center. Their
travel will take them near Earth and their fleet is starting to run
low on water, fueland possibly food. Also some of their ships need
maintance and over haul.

They have an ethics that if a system is inhabited by a techologically
advance civilization(s) and/or capable of rudimentary spaceflight,
they must contact and neigotiate
and exchange for resources they mine/extract from our solar system
bodies.

This is what the Aliens offer
In exchange for mining the Asteroids, Moon and other bodies for water,
life support, fuel and building materials, enough materials replenish
the Expeditionary Fleets needs. Which would be spelled out in
detail, X million liters of water, Y million cubic meters of oxygen/
nitrogen, Z metric tons of He3, etc
They will build or assist us in building, Lunar Mining facilites, An
orbital space dock and assortated facilites, tank farm, habitat for
workers, manufacturing centers for building parts. This space dock,
would not only be able to refit the aliens ships but could also be
used to build O'Neil type colonies and SPS, they may even build one
prototype of each, but will insist that the refit be done first,
before allowing any others to be built.
They are willing to employ human labor to build this. They will even
provide large scale transport from Earth to the Dock, but once they
leave we will have to supply our own ride to orbit/space dock. Once
the refit is completed and they are ready to depart, they will turn
over all the facilites to our control. Their only other restriction
is that once establish this Space Dock will be part of their supply/
support chain with their homeworld and ships of their can dock and
receive fuel and maintance at no cost except for the labor involved,
but they leave the option open if any other aliens come calling, we
can charge them as we see fit, but cautions us if we become to
unreasonible in our pricing there could be conquences beyound our
control and the friendly Aliens, may not be able to intervene.

The aliens could do this with out our help, but its not apart of their
ethos, also it would mean leaving behind a portion of their personel,
to maintain the facilite(s). Why not train and pay the locals? Also
consulting the local's knowledge of the surrounding systems or at
least comparring astronomical notes, could prove useful.

What the aliens won't do is:
Give us cheap access to space from Earth
Give us the secret of Fusion power
Give us the secret of FTL drive

If pressed for why, they will say, you are fairly smart fellows, you
know it exist/works, why don't you figurate out for yourselves? If we
gave you the answer to everything, where would the fun in that be?

Basically, what I am suggesting is a space activist wet dream, or damn
near so.
But one sticky point is, who will represent/speak for Earth? The UN?
All space fairing nations, only Space fairing nations that have active
human space flight capablity? If they aliens arrive in the hiatus
between Shuttle & Orion, the US will be SOL. I would imagine that EU
would do a rush job to place a crewed Capsule on the Arane, who else
would be willing to rush a HSF program, Japan? Also I could see,
Orion/Ares 1 getting a lot of money thrown at it or even Space X too!

Besides that one major sticky point, should we accept this
proposition? Is it too good to be true? Also another point as part of
the deal, they will estimate how much time it will take to first build
the facilites and then do the refit, but their will be an implied
bonus that if its competed ahead of scheduled it will be that sooner
it will be turned over to us and we can build all the SPS & O'Neil
colonies or what ever big space projects we want too.

Given that we're talking about disposition of solar system resources not
owned by any one nation, I imagine the agreement would be put through
the UN to keep everything on a solid legal footing. If for whatever
reason the UN failed to ratify the agreement, individual spacefaring
nations or a coalition thereof, would probably step forward and say
"never mind the naysayers, we'll take you up on it, consider the
resources coming out of our share of the solar system".

The US could scramble to put something on Atlas/Delta given incentive.
The Russians and Chinese have manned launchers. The Japanese, Indians
and Brazilians have significant space technology and would likely be
happy to join a coalition for something like this. Probably some others
I'm missing.

Absolutely.

I don't think so, the aliens have plausible motives. Even if there's
some problem they're not telling us about, we're still probably better
off going along with it and getting into a stronger position to deal
with whatever problems do turn up, than sticking our heads in the sand.

*laughs* When did you ever hear of a big engineering project coming in
ahead of schedule? But if it overruns schedule and budget by a couple of
years, that's life; still worth doing.
