Anthony Head is the most glaring non-respondee (as far as we know), and
after him, Kristine Sutherland. Actually, Sutherland appeared more times
on Buffy than either Boreanaz or Carpentar. Boreanaz has responded that he
has a family commitment on that day, but will tape something for the Paley
thing.
Here's a rundown by number of appearances, for both Buffy and Angel (counts
do not include the unaired pilots, use of archival footage does not count
as an appearance) of everyone who appeared five or more times, not
necessarily as the same character:

Jack Conley was the werewolf hunter Kane in Phases, so that should
probably be 9 and 1

Not as far as anyone has said. As far as has been indicated, there just
wasn't anything necessary for him (or Emma Caulfield) to be in. The
episode had a date/time stamp at the beginning, and, in something
approaching real time, tightly followed four strands, with intervals of
Spike wandering around controlled by the FE (though that wasn't revealed
until later eps); Buffy fighting and philosophizing with vampire Holden
Webster, Willow getting visited by Cassie STF, Dawn Home Alone, and
Jonathan and TOGYKTB being played by Warren STF. There really wasn't any
place for Xander and Anya in the story (just as there wasn't any place for
Spike in The Body).
