There was a time when there was no such thing as an "age of majority"
and female children younger than 11 were married off to men three or
more times their age.

In the current century, we have learned that the pre-frontal cortex
experiences a growth spurt just before puberty (11 in girls, 12 in
boys). Thereafter, the pre-frontal cortex doesn't fully mature until
around the age of 24 or so (and judging by auk, some pre-frontal
cortices never mature at all). Ergo, there isn't a whole lot of
difference between an 11-12 year old and someone 23 or younger anyway.

We have set an arbitrary limit on all youth for our own purposes, not
for their benefit. This would be evidenced by the fact that we send
young men to die in war at the age of 18 but will not allow them to
drink alcohol legally.

Lina Medina gave birth at the age of 5. The onset of menses for most
female children is 11, but there are more than a few who start as early
as 9.

Boys can usually father children beginning at the age of 12.
