The Jem Hadar fight by a code too, they fight because "that is the order
of things", the way they were programmed and the way things are.
Klingons fight because they like it, then wrap it up in a code of
honor. I don't have the impression that Klingons are genetically
programmed to be belligerent, they just like to fight, same as humans.

I think they both wrap it up in a code of honor.
